The White Oaks Business Park located in Bridgeport, West Virginia is in a prime location for businesses and is growing at a significant rate. The site is located immediately adjacent to the most heavily traveled interstate corridor in West Virginia and is neighboring the FBI National Bio Metrics Center and new 350‐bed United Hospital Center.

The Thrasher team initiated the assignment with a detailed market analysis to identify opportunities in the regional marketplace,
and assess the ability to support development objectives and financial goals. The market analysis examined current and projected future economic activities, demographic characteristics, sales and spending patterns, area development trends and the competitive marketplace.

Market data was analyzed to determine market support for different commercial, retail, and mixed uses, absorption rates for different land uses and general infrastructure requirements. Based on the building program developed in the market analysis phase, the team developed short‐, mid‐, and long‐range supportable square foot program summaries to inform the master plan. A preferred plan was identified and developed in detail including a non‐ motorized circulation system, opportunities for neighborhoods or mixed‐use precincts and preservation areas.

Following the completion of the master plan, the team was then tasked with writing covenants and restriction guidelines for the development. The covenants and restrictions established building design specifications including materials, scale, mass grading and orientation.

The guidelines also administrative process for management and implementation and prescribed standards for landscaping and preserving open space. The Thrasher team served as the prime consultant on the White Oaks project, providing project management, along with: civil engineering, survey, and construction inspection services for this master planned community.

The site engineering included preparations of land planning, grading plans, roadways, utilities, and pad ready sties. Architectural services of the Thrasher team have also continuing to be used for both design services and code review for buildings in the development.

The White Oaks Business Park planning and development is an ideal example of a successful economic development. The entire process was coordinated with the City and Community officials.
